Paul Cyr is Principal-in-Charge of Kleinschmidt’s South Carolina Office and has been employed with the firm since 1977. He graduated from Northeastern University in 1979 with a Bachelor of Science degree in Civil Engineering, majoring in Structural Design. He is a licensed engineer in the states of Maine, New York, Georgia, Ohio, South Carolina and North Carolina.

Mr. Cyr’s responsibilities at Kleinschmidt are in the areas of project management, hydropower and dam repairs and maintenance and safety inspections. Since 1988, Mr. Cyr has been recognized by the FERC as an approved Independent Consultant and PFMA Facilitator, meeting the requirements of the Commission’s Section 12.31(a).

Mr. Cyr specializes in flood gate design, construction and maintenance inspections, dam safety and vulnerability-security inspections, design and stability analyses of dams, powerhouse design, and specification and Contract Documents preparation. Mr. Cyr has authored and presented technical papers related to dam stability at such conferences as the ASDSO annual conference; and was the Secretary and contributing author of the "Guidelines for Life Extension and Upgrade of Civil Works for Hydroelectric Facilities", written by a Hydropower Task Committee for the ASCE Energy Division.

Mr. Cyr is a member of the Association of State Dam safety Officials, American Society of Civil Engineers, and United States Society on Dams.
