Marcia L. Phillips is a Senior Resource Economist with Kleinschmidt. She earned an Associate of Liberal Arts from the University of Maine, Farmington in 1983 and a BS in Natural Resources from the University of Maine, Orono in 1987. In 1994, Ms. Phillips earned an MS in Agricultural and Resource Economics from the University of Maine, Orono.
At Kleinschmidt, Ms. Phillips is responsible for assisting clients in planning and implementing recreation studies, primarily focusing on near water and water-based recreational opportunities. She assists in planning studies for new and rehabilitated facilities, working closely with Kleinschmidt’s engineering staff in identifying the need for new recreation sites, their location and their design. Ms. Phillips is involved in consultation with resource agencies in support of client objectives. Prior to joining Kleinschmidt in 1996, Ms. Phillips worked for Hagler Bailly Consulting in Wisconsin where she participated in projects by estimating the value of wildlife-related recreation and nonuse values of natural resources. Her responsibilities ranged from primary data collection, using various data collection techniques, to assisting in study and survey designs, supervision of study teams, to analysis and reporting.
Ms. Phillips taught two semesters of an Environmental Policy class at the University of Maine, Department of Resource Economics and Policy in 2002/2003. She has co-authored numerous reports, journals, and papers pertaining to recreation and non-use valuation studies. Ms. Phillips maintains memberships in Human Dimensions of Wildlife and the National Recreation and Park Association.
