Mr. Sabattis is a graduate from Rochester Institute of Technology with a B.S. in Mechanical Engineering (Honors, 1973) and he attended postgraduate study at Rennesselaer Polytechnic Institute – Master of Electric Power Engineering Program.
Mr. Sabattis has over 33 years of experience in the hydroelectric project licensing and regulatory compliance field. During that timeframe, he was involved in the preparation of more than 30 applications to license or relicense various hydro generating facilities plus implementation of a number of hydro compliance activities. He was instrumental in planning, organizing and directing Niagara Mohawk´s "Class of ´93" relicensing program (the largest program of its kind in the nation) comprising eleven licenses covering 32 individual hydro developments as well as his company´s "Relicensing 2000" Program involving 7 hydro developments which are integrated into three FERC licenses.
Since coming to Kleinschmidt in 2006, Mr. Sabattis has been involved in the preparation of numerous capacity related amendment applications and the implementation of new licenses for projects owned by his previous employer.
Mr. Sabattis achieved national recognition for this vast experience gaining a position on the National Hydropower Association (NHA) Board of Directors, serving as Vice President of the Association in 1997–98. In 1997¸ Mr. Sabattis testified in FERC relicensing process oversight hearings on behalf of the hydro industry before the Senate Energy and Natural Resources Committee, Subcommittee on Water and Power. In 1998¸ Mr. Sabattis served on an advisory committee of the Congressional Office of Technology Assessment research study on fish protection technologies. He is the 2004 recipient of the prestigious National Hydropower Association Henwood Award which is presented annually to an outstanding member of the hydropower community in recognition of their unique service to the hydropower industry.
