Regulatory Support Services

Kleinschmidt provides a full range of Regulatory Services for energy and water resource interests across the country.  For over thirty years we have provided strategic planning and process management services for Federal Energy Regulatory Commission (FERC) licensing of hydroelectric facilities as well as assisting project owners in addressing their license or permit compliance needs once the regulatory approval process has concluded.  We also provide the services to obtain other state, federal and local regulatory approvals (such as 401 water quality certification, cultural resource review, local erosion control plans, etc) for hydroelectric and other energy and water resource projects.

Our expertise is not just understanding the applicable regulations, but understanding the requirements of regulatory agencies and their staff, assessing environmental, economic and socio-political issues, facilitating communication among project stakeholders and developing realistic and cost-effective solutions for our clients.  Kleinschmidt’s senior staff regularly interact with tribal, federal and state agency personnel and are skilled at facilitating issue and solution discussions among and between competing interests.  Whether you are a hydroelectric project owner seeking to expand your generating capacity, a private organization developing a river restoration plan, or a municipality trying to balance competing uses of water resources, our experience can help you negotiate the regulatory and competing interest mazes.

Since the inception of state renewable portfolio standards and changes brought about by the federal 2005 Energy Policy Act, Kleinschmidt has been a leader in providing services to clients interested in developing new energy resources or upgrading existing facilities.  We are experienced in all aspects of the renewable energy and water resource industries and can provide the necessary skills for you to reliably assess your project issues.  Our staff are experienced in engineering and economic due diligence planning and in applying for tax credits or other available incentives as well as the more traditional licensing and license amendment services.  From National Environmental Policy Act (NEPA) and state promulgated assessments, to developing resource management plans, to managing multi-year development or relicensing projects, Kleinschmidt can provide you with the services to help make your project successful!
