Martin Dam Relicensing
Alabama Power Company
Tallapoosa River, AL
Kleinschmidt is assisting Alabama Power
Company with all aspects of relicensing the
Martin Project using the Integrated
Licensing Process (ILP). The Martin Project includes a
concrete gravity dam and powerhouse with four
generating units totaling 182.5 MW. This Project,
located on the Tallapoosa River, impounds a 31
mile (mi.), 40,000 acre reservoir that has
approximately 700 mi. of shoreline. The
existing license expires in 2013. Kleinschmidt’s
role in this relicensing is to provide daily
support to Alabama Power Company in
implementing all requirements of the ILP.
Kleinschmidt’s responsibilities include developing a strategic plan, including budgets and schedules, identifying stakeholders and providing ILP training and early consultation. Kleinschmidt recently developed a Preliminary Information Document as a precursor to the Preliminary Application Document (PAD) to assist stakeholders in preparing for public Issue Identification Workshops. Other responsibilities include developing the text for the Martin relicensing Web site, developing study plans and conducting some recreation and environmental studies, preparing the PAD, facilitating and participating in settlement negotiations, and preparing all other FERC relicensing documents (Preliminary Licensing Proposal and Final License Application).
