RECREATIONAL USE STUDY of TVA REGION

The Tennessee Valley Authority (TVA) retained PB Power and
Kleinschmidt to complete a recreation study in support of their
Reservoir Operations Study. The Reservoir Operations Study was
designed to analyze a number of different alternative operating policies
and estimate the impacts of those policies on various resources. The
catch was, the Reservoir Operations Study, and all the resource areas
included in that study, had to be designed to show the impacts of
alternative operations on 35 reservoirs across seven different states.
Kleinschmidt and its team of nationally recognized experts completed
a
study to estimate seasonal waterbased
recreational use in the study
area, to determine how alternate
policies might change use, and to
estimate recreation expenditures for
inclusion in a regional model
designed to estimate economic
impact s of each operating alternative.
Kleinschmidt teamed with Dr. Paul Jackus of Utah State University, Dr. John Bergstrom of the University of Georgia-Athens, and PA Consulting of Middleton, Wisconsin, and implemented a rigorous program of on-site recreation counts and survey research at public access sites (boat launches, parks, and recreation areas), a mail survey of commercial operators, and a mail survey of shoreline property owners to collect the information needed to support the recreation portion of the Reservoir Operations Study, and its Environmental Impact Statement. The complex study design included multiple survey versions for each identified user group.
