Carpenter-Remmel Shorline Management PlanAs part of the relicensing of the Carpenter-Remmel hydroelectric project near Hot Springs, Arkansas, Kleinschmidt was hired to develop a Shoreline Management Plan (SMP). The purpose of the plan was to provide the client with consistent guidance for the management of shoreland resources—including environmental, recreation and cultural resources—within the Carpenter - Remmel Project area over the term of any new project licenses. The SMP provides specific strategies for implementing shoreland protection measures and measures for the continued provision of public access and recreation opportunities at the Carpenter - Remmel Project.

Development of the SMP began with a GIS database of the shoreline which included land use (including possible changes in land use due to development of new recreation sites) and property ownership information. The location of sensitive resources such as wetlands, fish spawning areas and steep slopes were also mapped.

The Plan and the GIS database incorporated existing information including the results of numerous other resource studies. Specific resources addressed include: wetlands, land use, aesthetics, recreation enhancements, and geologic features.

The SMP identifies management guidelines for protecting riparian resources to help ensure that the ecological integrity and public uses of the shoreland areas are preserved and managed according to stakeholder and client objectives. Kleinschmidt worked in conjunction with the Project owners and developed shoreline use categories and management classifications to develop specific strategies for implementing shoreland protection measures, provision of public access and recreation opportunities, and habitat and riparian buffer protection along 254 miles of shoreline.
