Mount Tom Station is a 147 MW coal fired steam electric plant on the Connecticut River just north of the city of Holyoke, Massachusetts. Kleinschmidt was contracted to prepare the Proposal for Information Collection (PIC) for the station and the 40 CFR 122.21 reports. The PIC evaluated the applicability of the rule to the station and described and identified possible 316(b) credit for existing measures already in place to minimize impingement. In addition, the PIC included a detailed comparison of technology, operational and restoration options and identified those to be evaluated in the CDS. Lastly, we developed an impingement scope of work not only to assess annual impingement rates but also the potential survival of fish following impingement and return to the river via the existing fish return. The PIC has been submitted to Region I EPA.
