Development of 316(b) Compliance Strategy and PIC Exelon Corporation/BBL/TER

Kleinschmidt partnered with BBL/TER to develop a comprehensive strategy for assessing 316(b) compliance strategies including development of the Proposal for Information Collection (PIC) for seven fossil plants at various locations in Pennsylvania, Texas and Massachusetts. Information needs were assessed to determine applicability of the rule, the availability of I&E information and its quality, and the efficacy of existing fish protection measures. A review of technology, operational and restoration options as well as an overall strategic assessment of the pros and cons of rule alternatives were conducted as part of the PIC preparation. Kleinschmidt compiled the PICs based on the Strategic Assessments. Included was the development of impingement mortality and fisheries assessments.
